This is a FREE event, open to the public and refreshments will be served.  As a former Indianapolis resident who currently resides in the DC Metro area Welch is known as a Civil Rights Advocate who stands for the quality of life. She is honored to return in her new capacity as an Author, Welch looks forward to giving back to her hometown for such a worthy cause.
